If He wanted to get rid of all the sinners, why use a Flood? Couldn't He just kill the sinners and leave Noah, his family, and the animals on the earth by themselves? He's supposed to be all-powerful, so He shouldn't NEED to use an Ark to get the job done...

Because the myth of the Flood in the OT was grandfathered in from an earlier flood myth, which might have been based on local floods in the Middle East.
