Until we are able to move which will be sometime this summer, what do you suggest we do about random acts of vandalism in our neighborhood? Broken windows in cars and homes. Police can't do anything unless they are caught, but the cowards never stick around.

Rent the DVD Death Wish, relax, call the cops when you observe it.
Or organize a community meeting to address the root causes of the vandalism. Maybe provide a viable alternative for once.

Well, somebody has to catch them. I'd suggest hidden camera's. Then procecute them either criminally or in civil court make them pay restitution.
If you can find out who the culprit is, it should be hard to get it stopped and get the damage repaired.

One guy did it with a .357 magnum. He caught two taggers on his property and confronted them. One of the geniuses pulled a screw driver and promptly got killed for his troubles. The other guy ran like hell.
