If you want a background color that prints out, you will need to place the WordArt in a Text Box or a Rectangle from the Drawing toolbar.
First, draw the Text Box and format the 'Fill Color' (under Colors and Lines) and format the Wrapping (under Layout) so that it is 'Behind text'

To place two pieces of WordArt side by side, do them both separately and then change the 'wrapping' of both.

To do this, click on the WordArt and the WordArt toolbar may appear (if you cannot see it, turn it on by clicking the View menu and then Toolbars)
The Text Wrapping tool has a picture of a dog on it. Click on this and choose 'Through'. The handles (little black boxes) will have changed to white circles.
You can now click and drag both pieces of WordArt where you want them.

You want to first add an invisible table with 2 column to break up the space.

Table > Insert > Table > 1 row, 2 colums

Put the art in 1 column and the text in the other

For a Background.... Format > Background

Try a table and make the borders clear. for background, right click on the table, goto borders and shading, then to shading and pick your color.
