After reading a little on the website listed below, this is my interpretation of the quote:

It means that when you need something from someone else, you can't be picky. Beggers can't be choosers. The quoe is by Ben Franklin and it also appears as the title for journal article in the Florida State Law Review that considers the rights of consumers once they purchase a commodity from a company. Generally companies make you sign an "arbritration agreement" that removes them from having to deal with you if there is a problem. The article argues that the Supreme Court should stop this from happening by compelling the circuit courts to hear the case between the consumer and company directly.

Well it depends on the context on which the quote was written. My best guess would be understandable if you personify "necessity" if u do I think that the response u will get is that Necessity never gives u a good bargin. In other words necessity is wat it is; u can't compromise wit it because it is a basic need. Sometimes it sux when u do want to bargin with need but need is need u will have to get it sometime, because without it something might go wrong. I hope u get my definition

If you are in a position of needing something, the supplier has you over a barrel. You don't have the option of bargaining or trying to get a better deal.

when you 'need' something, to the point of hurting, bargaining goes to the other person advantage

You'll overpay for something, when you absolutely must have it.
