Absolutely. Dogs can suffer from mental retardation just as humans can. It can be the result of a birth complication (lack of oxygen during birth), an injury, or poor genetics. Nature often corrects for this in the wild - a mentally deficient animal cannot hunt or avoid predators as well as a mentally sound one can. But in domesticated animals, it certainly can and will happen.

Different breeds are smarter at one thing than another breed might be. A Lab would be smarter at hunting than a toy dog. It is not being smarter, it is what they are bred for.
Some dogs just seem not to have the brains another dog might have. It can be caused by the way they are treated or NOT treated. If the parents have been subjected to being over bred, the pups could be a bit retarded.
My friend had Westie that would run and bounce himself off walls. He had a mental problem.

So, yes, I would say a dog could be special or retarded.

I think they can just like humans. If a dog is blind it needs special attention, or if he/she is def, it also needs special attention. its just like with humans I guess.
