No there is no deduction for volunteer work with governmental agencies. If you have unreimbursed business expenses you might be able to claim them on Form 2106, however even that is shaky as you are not classified as an employee of the board.

When you say carry it, what do you mean by "it.?"
If you received no income, there is none to report. And you can't deduct expenses against something that did not generate income.
