This is a tough question to answer because there are so many different models with different levels of quality and different prices. And it really depends on what you mean by "better." It depends on what you want to use the camcorder for.
DVD camcorders have been around a bit longer than hard disk camcorders, so they might be a bit more fine-tuned. The DVD camcorders only record as much video as can fit on a DVD (20 - 30 min. I think) whereas the hard drive models can record much more. Those are the two biggest differences I know of.

What is your definition of "BETTER". I assume quality is the priority.
I have to say hard Disk is better, because they can hold more info than a miniDVD disk.
Depending on the type of camcorder, you may have options to choose from, before recording, such as "SP" or "LP", maybe they have bitrate settings, etc.
