Well I don't know about it being a myth.

But a bank holiday would most likely be a National Holiday, more businesses would be closed and people would be at home instead of going to work.

Leaving early is to miss any rush hour.

Make sense??

I would think that would be a bad time because on a bank holiday, lots of people will probably be out on the road. I prefer to start a road trip in the evening of a weekday and drive through the night - you make excellent time and no traffic.
