There are no non-shedding dog breeds.
There are loads of good dog breeds that have a very nice personality and are small. Google "small dog breeds"

Any short-haired dog will shed less, and obviously the smaller the dog, the less hair there is to shed.
I'm not a small dog person, imho they tend to be high strung yappy little critters. Also, any dog with pop-eyes, like shih tzus, boston bull terriers, bulldogs as examples can have their eyes pop right out of their eye sockets with even a minor trauma.
This happened to an ex-boyfriend's shih tzu. He was crated overnight with a larger dog, and maybe she sat on him. Whatever, in the am, his eye was on his face.
After vet treatment, and 2 surgeries, he wound up blind in both eyes. But, the ex gave him to the couple next door. They always liked the dog, they are retired and always have kids and grandkids over, so the dog has all sorts of people loving on him all the time. I see him, and he's doing wonderfully.

Stick with the shih tzu, they are the best breed of dog. I had two, and would only have this breed of dog again. Very loving and gentle.
