Well, first off, you wrote down the question wrong.

How is the structure...related to its structure? That's circular logic. Identity--a thing is a thing.

Do you mean, how is the structure of the epidermis related to its FUNCTION?

In that case, you'd say why it has a different form as the outside layer. Is it protective, or is it different just because it's out in the air and it got dried out, like a skin on top of pudding?

It's a border, a form of containment. Think about how it performs its job and how its structure helps it do that.
