Your question presupposes an agreement on whether Pres. Bush is a good thing or a bad thing. In that supposition you are mistaken and therefore begin your question with a logical flaw. Your second flaw is presupposing that you know the mind of God and what He considers good or bad for mankind. Thus, your question cannot be answered in a logical manner due to your double logical flaw.
However, just so that I can express my opinion, Pres. Bush was and is good for the country, not bad. That, I know, goes contrary to your first supposition. Second, assuming that God had a part in placing Pres. Bush in the Presidency, then so doing would be evidence of His benevolence in giving us a good president. However, for the sake of discussion, let's assume that Pres. Bush was not good for the country. Who are we to say that God didn't intentionally give us a bad president to teach us a lesson about international responsibility? Or on the opposite side of the discussion, maybe God didn't have anything to do with placing the president where he is. Maybe our leaders are there simply because the people put him there and God is allowing us to receive the consequences of our electoral agency. Don't be so quick to blame everything on God. Our good or bad choices have a large part to play in our existence here on earth.

God is benevolent. He is peace, love, tolerance and forgiveness.
President Bush brings peace, love, tolerance and forgiveness also.

The only thing I comment about this is that did you know that Bush Saved somoene? I mean brought someone to know the Lord? This should tell you something. The reason why Bush is being attacked is because he is a Christian and people are denying it.
