It means someone is manipulating either to gain advantage or on a power trip.
This can manifest iteslf in many different situations. For example. If I was your boyfriend and I got one of my friends to ask you out to see what you would say... that is playing games.
Or if I ask you a leading question rather than be honest and ask you directly...that is playing games.
Or I was your boyfriend and I didn't call you for a week because I said my phone was broken... that is playing games.

When a man plays games with a woman, he is capable of great cruelty should she become involved with him. He will not respect your feelings and, in the worst case because he does not respect you, may even be capable of abusing you to a greater degree than playing games with your mind.. (Some women "play games" with men too.) I am assuming someone else told you he is playing games with you because I doubt that he would tell you unless he thinks you are not very intelligent. PLEASE don't have relationships with men or, even, friendships with women who "play games"! Life is too short to waste.

He doesn't have serious intention towards you. With a guy he may be trying to play with your mind to get what he wants from you. If he succeeds he will then break your heart.

The guy is making you beleive he likes you and he will be good to you, but in reality he is not sincere about it. Example: he flirts with you, you fall for him, you think you are the only one he wants to be with, but in reality he flirts with everyone and is not serious about you. He makes you think he is serious, then he changes his mind about how he feels about you.....Or...he keeps leading you on to think if you wait for him, he will be a wonderful boyfriend...
