It is not so much that he was born during the census as the census was conducted during the time of the Jewish Holy Days because that was when the people would be gathered together making the census easier. The families gathered to observe the passover feast so Rome decided to tax and number the people at that time. Jesus was born during such an occurence.

The census was a common Roman practice to know the population of their territories. It was related to the taxes and revenues of certain Roman provinces. It just happened that a census was made during the reign of Tiberius Caesar. The reason also is to know the Jewish population. Rome had to know how many the enemy population was.

I"m not sure if it makes much difference. Maybe it was to prove the story of Jesus birth as at a given time and place in history. I think the history books of that area would verify that a census took place at that time, validating the time and place as described in the Bible.

the romans counted tribal heads and men of towns and cities for taxation purposes and Jesus was just born duriing that time maybe God wanted the romans to mark down his birth but every ten years or at the death or birth of a roman emperor they did the head count to add taxes for armies to conquer more land and to give games and statues and grain to the people of rome for their votes it was political if i know who your father is and where he lives and his job then when you go rotten and rebel against Rome we can capture inslave and kill or torture your Kinfolk to make you stop or to get to you in that way
