It is the way they notate how long you have been parked in one spot ( this usually applies to parking lots that have a time limit for parking ). Yes, you can easily erase the marking, but that means going out to the parking lot and doing that every so often.

if the meter has a time limit of how long you can park there (meaning even if you time does not run out you still have to move)
so they mark you tires and come back later and if you are over the limit you get some paying paper.

They are time marks.

Example: 1 mark every 15 minutes -- after 4 marks that's 1 hour and a ticket.

They will come back later and if the mark is still there you have over parked.

when they mark the tires, it simply says that they are giving you a chance to move your car before it gets ticketed or towed. they make a note of the vehicle so removing the chalk will do no good. the best thing to do is move your car.

So they can easily see which cars have been parked over the time limit, etc... when they come back to check.
