Maximum 189 (current rules)

i.e. 21 teams of nine (invited) plus countless numbers of support crew.

Usually not a full number start because of last minute withdrawals

PS
One whole team withdrew last year leaving twenty.(could be a source of confusion)

Each team has nine riders, and there are currently 20 Pro Tour teams (a requirement for participating in the TDF), for a total of 180 riders.

The team with the winning rider starts with bib numbers 1 through 9, the second gets 11-19, the third 21-29, and so on.

Therefore, there is NEVER a #10, 20, 30, etc. on the course.
