I was shopping around for insurance rates and was asked if I'd had any tickets or accidents in the last three years. According to insurance companies, tickets and accidents don't count or raise premiums if they happened over three years ago.

Actually once there, they tend to stay forever. But most insurance companies don't look past 3 years for minor offenses, 5 to 7 for more serious ones. The officer on the street running your license will have access back as far as they have information in the data base, at least for your adult record.
