I know a kid who is homeschooled by a woman who is not a parent or any relation. It is still considered homeschool and he still had to go through the department of education to become homeschooled and be approved.
Yes, you can be homeschooled by someone who is not your parent. In fact, there are professional homeschoolers, I know of several in my city.
You can check with your school system or department of education, they usually have a list of such homeschooling programs.

For USA:
Some Nannies with four year college degrees now specialize in Home Schooling. Some families use Tutors.
hslda.org can give you the information you will need for your state regarding the requirements. For example: in my state a parent only has to have a High School Diploma or GED to teach their child(ren); but if anyone else teaches, a 4-year college degree is required.
Your County School Board of Education will also give you the specific requirements for your county. If these requirements are not followed, then your County Department of Family and Children Services will be automatically contacted for investigation.

A homeschooling teacher who travels with you would undoubtedly be called a private tutor. Even just a person hired to teach you privately could be called a private tutor. Like what some of the child actors and the like have when they're travelling elsewhere for a movie.

A tutor would be a good non-parent teacher. Also in homeshcooling groups other parents will help teach kids or the group will hire a turtor for specific subjects. If you want a tutor who will travel you will nedd a lot of money.

ECOT is free i think, and if you sign up you get a free computer for homeschooling purposes, you can get eluminate sessions with actual teachers, and the teachers email you on a school email address and can call you if you need help.

If you go through a correspondence course, you do have a teacher...no they don't travel with you, but you can call them at certain hours, email, or write them. Penn Foster and the American School of Correspondence are correspondence courses.
