Should police be used to gather intelligence? If required to work more closely, do you think state and local law enforcement agencies would cooperate effectively?

Information sharing has come a long was since 9/11
We have dailey intelligence briefing compiled from information received from the state police and all major agencies within the state. We are also on board with C.L.E.M.I.S which is an informational sharing database on all arrested subjects, etc. You get arrested in one agency and your picture and arrest record will come up at our agency. We also have Livescan which is connected to the state and federal fingerprint database. We can run your prints and it will check them through several databases.
We have come a long long way in information sharing. There is still a ways to go but it continues.

Umm...this is already done. Lots of State and Local agencies cooperate with each other and share information.

Thats old news,,now a days many local, county, state and the feds have joined to create "task forces", and they cover just about any and all levels of enforcement.
