When a dog has eyes like Marty Feldman, one each facing the outside corners of its eyes, the dog term is "wall eyed." In the Japanese Chin that is acceptable and in the standard it says that they have an astonished look on their faces. Like the Shih Tzu the Chin is a flat faced breed. I would look at the standard for the breed and see how much white if any should or can be showing in the inside corners of the eye. If it is acceptable to you than you may not have a problem with it. There are ophthalmic veterinarians which look for different eye diseases but this is not one that I would try to fix in any way. Ophthalmic veterinarians are often used by breeders for CERF papers or a certification of the parents of the dog being eye disease free, they also specialize in eye surgeries etc.

Ummm...where did you get the dog? Shih Tzus don't usually have faces like this. She may still be in her puppy stage while her skull is still developing. Chances are she will grow out of it.
