If it's too early to know, then say "Thank you - I like you too, but I'm just not sure how strong those feelings are yet. I hope you can give our relationship time until I know for sure."
If you don't love them, and you know it, and you know you never will, then say "I'm sorry, I care about you, but I just don't feel that way. I don't want to lead you on, and I'm sorry if this hurts you."
when in doubt, be honest.

Damn how uncomfortable! It sucks but you have to be honest or it will come back to haunt you. There is no way you can not hurt hurt in your answer unless you lie and say love you too. Maybe say 'i care about you with all my heart' and give her a kiss and hug, if she doesn't get the hint and asks straight off if you love her then be honest. (and duck!)

if you love them back, then say it! When I was 13, yes 13 I was a dumb one lol I was going out with this boy who told me I love you, and I said it back even though I didn't mean it. Now I'm 16 and have only said it once, because I wanted to actually mean it. His name was Frankie, and one of my close friends who I did like. Anyway, he moved so at his goodbye party I told him, and he said it back, then he kissed me. Ohh it was magical lol. But my point is don't rush it

God - I think a man I loved once told me that he "didn't want to lead me on - but didn't want me to go away." I got drunk thinking about that sentence quite a few times.

Usually nothing or thank you. Either way i think it will be brought up later on questioning why you didn't say it. But if you don't mean it...then just say thank you or nothing or just change the subject.
