Yes...it means...she wants you and has to wrap her fingers in her hair to keep from grabbing you.
Okay, since I got 2 thumbs down on my first answer, I guess it just means they're retarded and don't know that her finger is in her hair. Gently reach up, take her hand and move it back down to her side for her.

Pay attention to the way she is playing with it and what else she is doing. If she is twirling her hair while she is looking down, or shifting her weight from side to side, she's probably nervous. If she is twirling her hair, or playing with it while she nods her head yes while you talk, she might just be bored. If she "flips" her hair to the other side with one hand, then yeah, she's probably interested. The same is true for if she flips her hair when she's walking past you, if she just walked past you and you are right behind her.

Don't read too much into it. It could mean she's nervous, she's feeling flirty, or she just likes playing with her hair, or it could just be totally meaningless.

Not always. Sometimes it means a girl is flirting, sometimes it means she is nervous, and sometimes its just a habit. For me, I either do it just out of habit or if I'm nervous.

Not necessarily......it depends on how well you know her - if it's a new relationship and kissing hasn't happened - yes - it's flirty. After that it doesn't mean anything.
