No. My local animal control is authorized to enter an unfenced yard and impound a dog who is not contained by a leash or a fence. Check with your local regulations before considering allowing your dog off-leash in an unfenced area - even if it is allowed, only do it if your dog is 100% reliable not to leave your yard even if he spots a squirrel, another dog, a cat, or someone waving food at him outside your yard.

I only allow one of my two dogs off a leash in the yard, only if she shows she will obey voice commands. As soon as she stopped obeying, she goes back on the leash (which she does not like) for a few days. Then she is usually good for a few months. The other dog is always on a leash, she does not like to obey voice command outside the house.

Inside a fence, yes, Outside a fence you cannot trust them. One exciting animal passing through his vision and he is off! In many areas, the leash law will apply even in your own yard.
For the safety of your pet, use a leash or get a fence.

We have an electronic fence system (we have stupid neighborhood ordinances which say fences are ugly) that our dog was trained on. He knows his boundaries as far as the e-fence goes, and I know that there in no chance, at all, that he would even consider chasing a squirrel out of our yard. He has privledges, but only after he has gained them by clearly and perfectly understanding his training.

They are fine as long as they are in your yard, but you will have to check with your local animal control to check about the regulations of the leash law in your area.

Most cities/towns have leash/proper confinement laws. BUT, even if your town doesnt, for the safety of your dog I would suggest you not allow him to run loose. A lot of things can happen from cars to other dogs. Something that ticks me off is when I am walking one of my APBTs and a loose dog runs up to us. I have to pick my dog up in order to save the dog of the person breaking the law.

Depends on your local laws but I presume that as long as he
is in your yard that he does not have to be on a leash...

it depends, if your yard is fenced in, definetly
if your yard is not fenced in you need to talk to the neighbors to make sure they are okay with it. You also need to make sure your dog is trained not to leave your yard

Only if there is a fence for my dogs. I'm not willing to risk a squirrel catching their eye and sending them running across the road.
