Yes- If he is sharing a small part of intimacy or giving her the idea that their close enough for her to move in then yes he is at that fault for not keeping his distance even it is a small kiss or a long hug, especially if he went with it for a minute. Cheating, by definition, is breaking the rules for some personal advantage or gain.
Since most people assume going outside the bounds of a relationship for intimacy is against the rules, it's usually called cheating. With people like swingers or polyamorous people, or other open-relationship types, it's usually not against the rules, so not cheating (at least so long as no rules have been broken).
If one person tries to change the rule, "mid-game", then that's not exactly kosher to call it cheating (or not cheating depending on the change).

I believe cheating is when you make the person feel that something could happen between the two of you. So if I go up flirting with a guy or even give him the hint that we might hook up or that I am interested in him, that is cheating. Everyone thinks differently though.

I did this once on a date with a girl, I cheated on her but only after I found out through a friend she wasnt interested in dating me because of my inital attraction to her friend.
I thought it was really vain of her so I just figured id use the night to find another girl, I did and she got mad.
But if you are actually in a relationship and the guy is flirting or kissing other women then yes it is cheating,

It takes two to tango. Just because she started it,doesn't mean he couldn't have said NO to her advances. That is definitely cheating,and even though he ended it,he still cheated. Tell him nice trying to manipulate the situation.

Is his name Andrey by any chance? That guy tried pulling the same thing on me - I was supposed to go see my parents for the weekend, but started feeling bad after 10 hrs of driving, so I just made my way back. I knew he went out w/his friend & that was fine, but when he came home, he did not come home by himself and he said that things did happen between them and he was too drunk to control it when she got ontop of him......so puh-leeze, he's a jerk and either your bf is pulling your leg or he really believes that and has his morals all screwed up.
