Some of it works and some of it doesn't. The Stealth Fighter has origins dating back to the 70s. But the way technology advanced during its production made it so that the personnel at Area 51 had to keep changing and adapting the plane (it was far from perfect at first). So, yes, it took 20 years to come out in the open but it still isn't fool proof.

I doubt that alien technology built it. The heat absorption property of the plane is pretty cool but that's been around since space travel began. The radar reflecting properties are something else though...
