Children simply need to be ready for potty training before it is going to be successful. Try books and videos about using the potty to get her interested in it, let her sit on it with her pants on and no pressure to go, just let her get comfortable with the idea. If you try to force it on her, she will resist, and it will take longer.

If she's comfortable with sitting on the potty, try Pull-Ups instead of diapers - they have linings that either feel cold or have designs that fade off when they're wet. Be warned, though, that they feel too much like diapers for some children - they didn't work for my daughter at all. I ultimately put her in underwear when she needed that final nudge, and after just a few accidents, she caught right on.

Just remember to let the child lead - if she's on the younger end of two, she might just not be ready. Two and a half to three is a more reasonable age for potty training, for girls (boys tend to take a bit longer.)

Good luck!

I know many people who have used sticker charts with success. Make a chart by the potty and when ever she uses the potty she can put a sticker on it, and when it is filled out she could get small reward

She's simply not ready. She'll train when SHE wants to train, not you.
