There are methods which others have already eluded to. But to check your cell phone and credit cards means you have comitted a serious felony-usually. If you have a high misdemeanor or less, or a non-violent felony these methods are very rarely used. The main reason being that there are literally thousands of people on the run, and there isn't $ in the budget to do all that. Most of the time what they do is just wait for you to run into the law again and put a hold on your release, so even if you weren't going to be arrested-you will be; Then the county in question has the right to come get you, or they will issue another court date and release you. That is unlikely though if you have failed to show up at court or jumped your bond agreement--you would most likely be detained and then picked up on a warrant the next time your name is run, from any county in the US. Many times if the person has violations in e.g. California and starts working in Missouri, they will lie about their SSN and try to get fake ID's, but that is not usually how they will get you anyway (unless your crime is a violent felony-and even then it's not for sure). So then you run the risk of Federal and State fraud charges on top of what you ran from in the first place. If your prints have been taken, or mugshots it doesn't matter where you go. Because if your prints don't come back dirty, they have something called eye-identification or I-dent which will find you if you've been arrested. If you or your friend is younger [especially], you should get your things in order, contact an attorney on the outside, and turn yourself in. You will wish you had when you are caught, and I do mean "when", not "if". After you are caught you will probably have to get a court appointed attorney (because it's hard to make good money on the run) and they will leave you up #@+* creek with no paddle. Plus-like I said, they can write additional charges on you (or your friend) that will make it worse. Get yourself some money together and get an attorney before something happens. You know how life can throw you some hurdles, and they usually come when you least expect it. But you shouldn't be paranoid either, you can go on for a while usually without fear of them going through getting warrants etc. to tap your cell, or credit/bank cards, for some nonviolent felony, they won't. Given that you said "on the run", I'm assuming you (your friend or whomever) is not at the address the police have in the system. What they also do is employ warrant retrievals and check your last known addresses. Sometimes they also send people phony letters claiming that you've won something and you need to go somewhere to get the prize, then they nail you there. With the information you gave this is the best I can do. Hope this helps you out.

They send pictures of the suspect to neighboring towns and even to the FBI. When people call in, telling the police that they saw the suspect. The police/FBI can track him etc. They can also trace credit card uses and find their loved ones to see if they knew where they were.

Yes K9 dogs or any dog can track in snow storms. FYI: Trained police/search and rescue dogs can detect humans under water.

They can trace credit card and bank account info. Depending on how "wanted" they are.... dont use a cell phone, satelite radio, or anything they can trace. They will watch your current residence or families residences. Burn off your finger printers or wear gloves constantly. Change your look 100%
