Photo-editing software...?

Alright so I've noticed some cool features, like on Picasa, where you can make a collage. Are there any other programs that can do that also but where you can move them around as you please? For free?

Go to http://www.scrapbookflair.com
There is a free program there for scrapbooking, but you can use it for collages as well.
