Ribeyes are typically more tender than strips. They are both great cuts, though!

Don't go so much for tenderness, go instead for flavor. Both are pretty similar in tenderness, I think - at least not enough to bother getting one over another.
It depends on how nicely it's marbled. Some very thin, but nicely distributed, veins of fat (the white) and lots of red, will give you a better juicier steak than one with big thick slabs of fat and gristle (although both cuts will have thick areas).
I like both cuts. I think sirloin has a different flavor, not better or worse, so I decide based on what I'm in the mood for. Sirloin seems to be "steakier", if that's a word, but I usually get boneless strip steak / rib eye, which as a rule I like b etter. Either would be good, though.
Keep away from Filet Mignon, though. It's the most expensive because it's the most tender, but it has no flavor. I can cook it really well, but I still don't get a fraction of the flavor that I do even from London Broil, much less a strip steak.

The rib eye would be more tender because of the marbeling, It will also be a little more flavorful. If you're going for tender though go for the filet....my fav... if cooked right you can cut it with your fork...MMmmm good!

I prefer NY strip myself, but both cuts usually are tender as long as you don't overcook.
