Very tough question. Bottom line, ask him why not. All I can do is speculate on the answer. If like me, when a woman asked me to spank her during sex, I did... lightly. I am not into hurting anyone. It was very unexpected and surprised me. Have the conversation prior to sex. Explain in detail what you want. Ask him straight out...will you do this for me. Now, if he is a gentleman, then he may refuse. There is a reason why he is a gentleman....hello....gentle. Now, there could also be another reason. If he does and you cry rape...you have marks.
