well we would need a lot more info. but if he is in fact flirting but he doesnt go further with it, it might mean that he wants the girl to make the next move and he's too shy to do anything else. or it could just mean he's having fun with a girl and nothing more. but guys don't usually "flirt" without it meaning anything.
