Yes, as long as there is proper support for it.

I have never seen this done. Garages need a concrete floor. I'm sure with proper bracing it could be done, but I would consult with a couple of building contractors and maybe a structural engineer. Contractors will give you free bids, and in the process, free info. However, they are not all above board and may do it wrong! A structural engineer will charge you, but it would be well worth the cost if you don't and you do build it wrong or not to code. You don't want to wake up some morning and have your car in the basement!

You may have to build a basement wall to separate that portion and then fill it in with dirt, and top it with a concrete floor.

yes you can , Im a construction general and yes I have done this for comercial building it is quite expensive and to keep headroom loss youd want to go with a post tension slab meaning there will be cables that continue from one end of the slab to the other going both directions after the concrete cures for 28 days the cables are stressed or pulled tight to the engineeres specs which can create a very sturdy slab , you will need to see an engineer and have him calc it out -only downfall is it will be over 2x the cost to build it---hope that helps some

Well, I suppose you could. You'd need a poured or precast concrete floor system. It would be structurally expensive as compared to the standard slab-on-grade for a garage.
