You can use whatever graphics program you prefer, what I suggest is then printing your poster to an Adobe file (it doesn't actually print it, but create this file, but you o it from the print menu). From Abobe Reader, you can then print it off, as you like, in A4, A3, A2 if you like!! And as long as your printer is decent, the quality isn't shocking!
So. You need (Adobe) Acrobat Distiller, in my opinion. You can normally download this for free, too, so it's super handy!!

Any layout program like Quark Xpress or even Publisher can create an A3 poster - the problem comes in printing it. You'll have to give the file to a commercial printer or else Tile it (print it in A4 chunks) and manually paste it together on a board.

Photoshop, In-Design, Illustrator, Freehand - they will all do it. It depends on your use of graphics and print clarity needs.
