I'm not sure where you live, or what you mean by "I got in trouble", but most municipalities have ordinances or "laws" on the books about helmet requirements for cyclists. In most parts of the United States you can be cited by a police officer for not wearing a helmet, just as you could be cited for drinking or being drunk while riding a bicycle. The citation is not necessarily a ticket requiring payment of a fine, but if you had a case that went to court, a citation against you could leave you liable for comparative negligence or responsibility in the case.
As to why some people do not wear a helmet while cycling...they might think it's not cool, not necessary, or they may not even have thought about it. Others may not feel like they can afford helmets, while others may refuse to spend the money. And some people may simply have a death wish, honestly.
I personally was involved in a bicycle vs car accident a couple years ago, and I am glad I was wearing a helmet. After I was blessed enough to be able to stand up and walk away from the accident (my bike was totaled), I later noticed my helmet had been cracked open, but the plastic covering shell was mostly intact. I was doing about 20-25mph, going downhill on at least a 6% grade and a car turned left in front of me, leaving me no way or no time to avoid him.
Accidents happen, so we should be prepared and protected as far as possible. I personally will not acknowledge ANYONE riding a bike, particularly on the street, if they are not wearing a helmet. Why? Because it's probably contributing to their negligence by distracting them in greeting. Maybe that seems trivial or foolish, but I've fallen off my bike simply trying to turn around from a standstill while straddling the bike.
Additionally, for the sake of children all over, adults should all wear helmets. We have a responsibility to set sensible and healthy examples for children. They may not want to emulate their parents at times, but they likely will emulate someone they don't know. I see parents riding without helmet with their helmeted kids and it bothers me that they practice this double standard.
Anyway, you can get a helmet for SO CHEAP these days, so why not wear one and protect your brain. Oh, and to anyone who says helmets are too hot when it's hot outside, nothing personal, but that's just foolish, and quite dumb. Helmets come with varying levels of air vents to keep the head cool. Additionally, helmets with visors can keep some of the sun off your face. Also, because you will likely sweat more with a helmet on, if you don't care about getting sweaty, it's a boon because the sweat helps cool you down.
I'm off my soapbox...for now.

Your question is more stupid than the cops you say are stupid. Many people do not wear helmets and sometimes cops don't enforce it but that is not because they are picking on you they are just not doing a very good job. Seeing other people violating the law does not mean that you don't have to obey the law. People say that stuff all the time about speeding...A lot of cars were speeding and yet the cop pulled me over, he's picking on me, why did he stop me...CUZ they only pull over one car at a time. Helmets are safety issues. The only way to get seriously hurt on a bike is to have a head injury and a helmet can protect you from that. If you have never gone over your handlebars, you will sooner or later and when you do your hands will still be on the handlebars holding on and your face and head and going to hit the ground first. ALL bike fatalites in my state for the past ten years were people not wearing a helmet. Are they picking on your or helping you to be safe? Do the right thing, make a mature decision and don't worry about what other do! Its your face, head, life.

A bit of a conundrum for me... I do not support my own actions on this, but I never wear a helmet around town. It's a small town, and it's not the law for adults to wear a helmet where I'm from. I ALWAYS wear my helmet when going out in the woods for a "real" ride. The conundrum part come in when I think about the fact that I barely ever crash, and when I do, I have only hit my head once. However, around town, you have to account for all the boneheads driving cars that don't look out for cyclists. My tactic for this is; don't trust anyone, EVEN people you make eye contact with. I make a point of always riding behind people at intersections, etc. I know it blows all the rules of the road out the window, but I also know it keeps me safer. Probly none of it matters, cuz I'll probly meet my end when I hit a parked car rubbernecking at some hot girl. haha

Personally I support the rights of people stupid enough not to wear a helmet.
If there is no brain to protect why bother
More chlorine in the gene pool I say.
Even a minor fall can result in a brain injury (this is never a good look and brain injuries never heal)

the quantity one clarification for formative years incapacity is head harm. maximum persons of which will be prevented with a touch worry-free sense. We did no longer have motorbike helmets even as i become youthful yet they're right here in the present day. it isn't only falling over or off that motives little ones to get harm on motorcycles. vehicles do as well, a helmet will be functional to lesson the harm even in a vehicle twist of destiny.
