If you don't have a vehicle right now and are looking to get your license back you need an SR-22 filing and you need a named non-owner policy. The policy gives you liability coverage for any vehicle that you are driving.

If you have a vehicle you need to insure the vehicle and get the SR22. Your insurance is going to be more expensive now because you haven't had insurance for over a year (even if you didn't have a vehicle), you have an expired drivers license. Most companies will charge you more because you haven't had current insurance (they have no track record for you). Try Safeco Insurance. they ask about current insurance but one of their options is no insurance- haven't had a car which will not raise the rates quite so bad.

Get insurance for your current car, and notify DMV of what happened with your last car, and perhaps you can have that penalty waived.

None of that makes any sense.
