If a dog bites(really bites not play bite-breaks the skin basically) a person then that person (or the parents if a child under 16 is bitten)can demand the dog be put down regardless of the dogs owners wishes. They just call the police and tell them that

If a dog is reported to the police for biting but the victim doesn't want it put down the police will talk to the owners and advise them to make sure that the dog is muzzled outdoors in future.

If a dog is reported to the police on many occasions for biting but none of the victims want it to be put down the local council can insist on it for the safety of the community.

The only time a dog can bite safely is if the dog bites a person while on it's owners property (or other private property) and the person it bites does not have the property owners consent to be there.

Contrary to popular belief a dog cannot bite legally in self defence or to defend it's owner except for in the above situation.

A quick added point:

If a dog does bite in self defence or to defend it's owner then it will probably be ok as if you get bitten you have to tell the police everything that happened leading up to the bite.So if it bit in self defence the victim would basically have to confess to animal cruelty. If it bit to defend it's owner then they would have to admit to assault/attempted assault or worse. Odds are they won't.

Second edit point is that if your dog bites you (or a child of yours who's under 16) then the law has no say in it-you have to decide.Though social services might get involved if your dog hurts your child badly.
