If they are worth your time tell them off, don't beat around the bush just tell them they are a jag off and get on with your day. If they are not worth it walk up to them and say "honestly if I had the time I would tell you how much of an a**hole you are, but you are too insignificant to pencil you in my schedule"

Generally, you don't have to deal with it.
If it's a friend or family, you tell them openly and honestly and with love in your heart what you are feeling. If they care, they will respect you. (I have a married brother who brought his girlfriend to my house and I refused to socialize with her and he took it personally. I explained that I could not reconcile her presence in my home while he was still married and I could not, in good conscience be around her. I told him that I loved him and that I tolerate her presence only because he was my brother and that was all he could expect of me. It was supremely RUDE to bring her to my home. I didn't speak to her and I forbade my son to speak to her. She had no right to be there and I wouldn't allow my brother's poor decisions influence my son, whom I told the truth about the situation)
If someone else is getting harassed in my presence and I observe that person being distressed, I will put myself between the two in a friendly way without being obvious about it so that the person has a chance to escape if they wish to. I don't otherwise get involved.
If it's anyone else, I simply ignore them or find a way to escape without confrontation.

And annoying & lewd - "Later dude, I've learned not to hang out with riotous companions, good luck on your (lonely)spiritual journey man"- He won't know how to respond.:o]

treat him or her like a pile of dog $hit. do you stop and talk to a pile of &hit? do you really take time to look at a pile of $hit? hopefully you don't talk to a pile of $hit. it's the best way. trust me.
