The bible doesn't say thou shalt not kill. It says thou shalt not murder (if you don't believe this by the way, take a look at a brand new copy).
However, it does support the death penalty for certain crimes. These include:
murder (Exodus 21:12)
kidnapping (Exodus 21:16)
bestiality (Exodus 22:19)
adultery (Leviticus 20:10)
incest (Leviticus 20:11-14)
homosexuality (Leviticus 20:13)
being a false prophet (Deuteronomy 13:5)
worshiping other gods (Deuteronomy 13:6-10 and Deuteronomy 17:2 -5)
prostitution (Leviticus 21:9)
rape (Deuteronomy 22:24-25)
disobedience to parents (Exodus 21:17 and Deuteronomy 21:18-21)
working on the sabbath (Exodus 31:15) - also cooking food, seeking food, leaving home or making a fire on the sabbath
Ultimately, each and every sin we commit should result in the death penalty (Romans 6:23)

He does not approve of it, but he allows it, just as he allows other atrocities. Life is a learning process in which we are exepcted to make mistakes, and pay for them a high price.
Humans know no justice, and therefore have no Divine right to take the life of another person.
Death penalty on political grounds is murder, and it is the worst mistake, in the eyes of God, that a human can perpetrate.

Don't look at the issue from the point of view of approval; rather see it as one that demands payment, sooner or later, for whatever we do.
So although God has nothing to do with man-made laws (which are nothing but poor imitations of spiritual laws), He allows us to do whatever we want, even breaking His own laws, knowing fully well that through our mistakes, we will learn (thanks to the Laws of Karma and Reincarnation). The more the mistakes we can possibly make on earth, the better the earth is as a classroom.
After all, the reason for our existence is to learn, so that we will become useful to Him one day.

I do not know why you drag God into this ? As a young man I was in favour of the death penalty and discussed it with an eminent criminal lawyer who told me this. If only one time, anywhere, an innocent man was ever executed, this by itself justifies the abolition of the death penalty. Imagine then if that innocent person were you ? I think this answers your question !

Read Scriptures dude, He certainly does. We do need to be sure we have righteous laws, and accurate convictions. YHVH does not like mistakes.

Sure. Check your old testament. There were plenty of instances in which God smote people (Sodom and Gomorrah, Egypt) or had his prophet smite people.
