I agree with wedrev. My brother is a licensed minister in Nebraska and he officiated our wedding in Michigan. Before I asked him to be our officiant, I contacted our county clerk to see what the requirements were. As wedrev mentioned, if you are marrying in a church, be sure to contact them to see if it is okay to have someone else officiate. Some churches won't allow outside ministers while others will.
In regards to travel, we didn't have to pay for travel or a hotel since our officiant was my brother. We did however, have a musician for our ceremony who lived in a different city. Since it was within driving distance, we didn't have to pay for his travel. We did pay for his hotel stay and provided him with an honorarium. I think is a nice personal touch to have someone you have a relationship (your pastor, family member, or friend) conduct your ceremony since it's such a special day. If you don't mind paying the extra expense, I'd do it. I was glad we paid the extra money for our musician. I felt more comfortable with him as a family friend and he did an excellent job.

Yes, it is legal, but he needs to check with the County Clerk to see if he has to register with them first. It varies.
If you are getting married in a church, you need to find out if they will let you bring your own minister. Some churches you rent expect you to use their pastor as well. If it's another venue, then there will be no problem. Only ministers can cross state lines to marry couples. Judges, JPs, etc., must stay within their own jurisdiction.

As long as you get a local marriage liscense and your pastor is lisceneded to perfomr marriages in the state of georgia

Yes. I lived in Georgia, and my uncle, who is a minister came from Indiana to marry us, and it's perfectly legal.

If he's licenced to perform marriages in GA, and he's willing to do it, then I don't see why not. You'll have to pay his travel expenses as well, so really think about it. It might wind up costing you more money that its worth to you. Good luck!
