What an interesting question and the short answer is "yes". There are
at least two methods of lifting fingerprints from paper. The first
uses "rubber-gelatin lifters", which are suitable for textured
surfaces because of their thickness. The problem with paper is the
uneven surface - a fingerprint on paper becomes visible when brushed
with powder, but regular tape-lifters do not come in contact with the
powder that has landed in the deeper parts of the paper, and so the
lifted prints will be missing some details. Rubber-gelatin lifters are
thick and are able to get down into all the inner recesses and form a
sort of "cast" that can then be lifted off the paper as a whole. The
second method consists of fuming the prints with Cyanoacrylate (Super
Glue), dusting with powder, and then lifted using lifting tape.

"These rubber-gelatin lifters are especially developed for the lifting
of fingerprints, footprints, dustmarks and micro traces. The thick,
non-aggressive, low-adhesive gelatin layer permits the lifting of
traces from almost every surface, including porous materials, such as
paper or cardboard. Lifted prints can be collected for photography or
closer examination.

"Most latent prints developed with glue fuming will have white ridges
and will be quite noticeable. Sometimes, however, the latent prints
will be very difficult to see; therefore, each piece of evidence must
be carefully inspected. Oblique lighting from a flashlight will be
helpful. It is suggested that these prints be photographed before
other processes are used. The latent prints can be visually enhanced
by dusting with regular or magnetic fingerprint powder contrasting
with the background. Once dusted with powder, glue-fumed latent prints
can sometimes be lifted with regular lifting tape. The latent prints
are quite durable and usually can be lifted more than once. Sometimes
the second lift is clearer than the first.

Yes they can. Fingers have oil on them, and can leave fingerprints on the paper. If the person taking the fingerprints can match up a certain mount of distinguishing points matching you, then it wouldn't matter if how many people handled the paper.

Yes. You can spray on ninhydrin (not sure of spelling), and fingerprints will show up on paper.
We did a demonstration of this in our class and there were multiple fingerprints where each student had passed the piece of paper around, previous to the application of ninhydrin.

I suggest using a template based matching. Use a training set of fingerprints, make them all normalized in oriëntation and then try to create an 'average' fingerprint. Use that template to match in all possible orientations (unless you know the orientation) the template with the input image and see where the highest responses result! That will probably be your finger print!

Yes, fingerprints are easily lifted from paper and most other surfaces.
If the paper was handled by someone else, they rule out those fingerprints, obviously becuasue they didn't come from whomever they are looking for.

Unless a homicide is being investigated fingerprints on paper to glass windows are worthless. Dusting your car that was broken into, to dusting your safe they found at a nearby ghetto is all for show. I remember a detective (I won't mention Detective Murray's name of the Plantation Police) brought up prints he found and laughing about it. I got called from 30 miles away to come back to headquarters to talk to police. I thought my wife was murdered. I was working two jobs and lost $800.00 in glass tops off my car. I was furious. I quit the useless second job and parked in the same parking space for three days with a mini-14. Sadly, God was having sex with his blessed criminals that entire time. That's why they never took the bait.

Yes you can get fingerprints off of paper. Relatively easy. All people that touch the paper are printed and eliminated as known people. That leaves the bad guys prints...............

Yes, there is a method called the ninhidren process that is sprayed on paper and raises the prints. If another person handled the paper they would be eliminated through investigation.
