high and tight is when the hair is cut very close to your head (almost not there if any is left at all) and the top is flat. A Marine hair cut. A flat top leaves hair on the head just flat on the top.
Careful what you ask for.

A flat top is not really all that flat, just kind of boxy. The high and tight flat top is actuall done by cutting around a level plane, like a text book like my little brother used to do. At least, that's what I think.
