The original (from Cicero's - DE OFFICIIS - Ad Marcum Filium) reads : "Nulla autem re conciliare facilius benevolentiam multitudinis possunt ii, qui rei publicae praesunt, quam abstinentia et continentia - nulla salus bello. Veritas vincit"
Translation into English is :
"However, those who govern the republic cannot easierly attract the favour of the mass than by the integrity and the self restraint. No safety by the war. -The truth conquers "

achieve the goodwill of the mass more easilly,
than abstinence and self restraint - not by any sordid war!

Only the last thing (salus = dirty/sordid, i thought?) i am not completely sure about. salus means safety, when it is a noun. I am not sure about the declination of bellum/bello (war) and if salus can be an adjective to that.
for the rest the above translation should be allright.
