First you need to determine the difference between liking him and loving him. Once you come to the realization that you love him there are various ways of letting him know. If you only like him then allow your self to come to know him well enough to say "I love you". Since its the Valentine's Day season find a nice card that really expresses how you feel or better yet write to him and create you own personal V-Day gift for him and he will appreciate the thought and your creativity.

Tell him what you respect about him. That will touch his heart the deepest! (I'm sure it doesn't seem like it but telling a guy what you respect about him has the same effect as a guy telling a woman, from the heart, how much he loves her.) We're wired different.

don't confront him or make him feel awkward. do it in a way that compliments him and makes him feel good but not awkward. Like, "valentine's day is coming up and I was thinking about romance and it made me think of you. Am I crazy?"

How do you know you love him; are you sure you're not just lusting for him? If your not dating/courting then you shouldn't tell him anything. The man should approach you if his has any interest.

just give him signals...u know...look at him, smile...if he responds ask him out and tell him after several dates.
