Why when I open a picture on a web page can I not save it as a Jpg and open it in Adobe Photoshop 7? All I am allowed to save it as is a ART file or a Bitmap? Cheers!

There is a known bug with IE that will sometimes only allow you to save as JPG.

I would suggest using FireFox because you can Right Click on the image, select Copy Image and it copies the picture into clipboard, then you simply open up Photoshop, open a new file and it will almost always create a workspace that is the same size of the image in clipboard, then you just paste into photoshop.

Also, you can sometimes just drag the picture from your browser into Photoshop.
