It is your choice to let the cat outside. I wouldn't recommend it tho. There are too many bad things that can happen to an outside cat. They can get hit by a car, get into poisonous chemicals, anti freeze is just one. They can get into cat fights or be hurt by a dog or another type of animal. They can get parasites and fleas as well. The list goes on and on. Seeing you have had kitty for some time now, I wouldn't recommend letting him out now. Some times if the box isn't clean, the cat will go outside of it. Or, if you have changed litter, that could be it too. Cat's are creatures of habit and get used to one type of thing, litter for an example. Keep the box clean as well, I empty my cats box once a week, wash it out with real hot water, a little dish detergent, rinse it, dry it and put in fresh litter. I scoop out the poops right after she is done every day. Have you moved his litter box to a new location? Some times that could pose a problem too. Once a box is put some where, it's not a good idea to move it around. Also if the cat is in the box and doesn't aim his butt where it should be. It can go on the floor. How big is his litter box? I usually buy the biggest one I can find, that way, they have a lot of room to move around in and to aim their butts in the right area too. I wish I could keep my cats inside. I have three cats and four kitty litters. If you keep the kitty litter clean, it won't smell. I use scoopable kitty litter and several times a day I scoop it out and add fresh litter every few days.
Johnny, is less than a year old. We originally found him roaming around outside. He was a stray.
Just today, he came inside after being out for about an hour and he has a broken tail.
Now, I don't care how much of a fuss he makes, he's not going out.
If your kitty is content staying inside, please consider it.

Why would you want an outdoor cat? They are more prone to being killed by cars and other animals. Attacked and hurt by other cats. Infected by diseases. Getting worms by killing and eating vermin. Keep it an indoor cat. Keep the litter box clean. They even have automated litter boxes if your the type that forgets to clean the box daily.
Indoor cats live longer and are less expensive at the vets than outdoor cats.

If you want to have it indoor and out Please create a outdoor enclosure for him and make sure he has all his shots and very good flea control. Best to stick to a litter box since dirt can carry all sorts of nasty things if ingested. You don't know if a chemical or poison was spilled in that area where the cat goes to.
I've owned 9 cats and they all were given a room of the house for a litter box ands lots of toys. Safer in than out

He shouldn't be allowed outside. Cats who roam outside have much shorter lifespans than do indoor cats. He's exposed to all manner of dangers and disease. PLEASE let him live indoors. If his litterbox habits have changed recently, he should see the doctor - often refusal to use the box indicates that something, such as a bladder infection, is going on.
