DO NOT USE PETROLEUM JELLY ON A TATTOO. A tattoo needs to breath...and petroleum jelly seals it off from air. It DOES sound like a mild allergic reaction. My advise to you would be to take some benadryl or use hydrocortisone cream on the bumps and see if they go down.

In addition to the good ideas above, you could simply try no ointment for a few days.
However, what I'll bet is happening is that the skin around the tat - the non-inked area - is getting some bleedoff of the ointment. This same thing happened with my first inking; I probably didn't put too much on the tat itself, but I unintentionally got some on the uninked skin.
After nothing on the tattoo for a few days, I put *very little* on the center of the tattoo and rubbed it in well, not going closer than 1/2" to the edge of the tattoo. It healed quite well and the rash went away.
People tend to overmoisturize, I've found, even some who've had many tattoos. In my experience you need very little, and it's only really required during the first week or so.

Your ointment may be trapping dirt and or bacteria. Wash it well with a mild soap. Try using just some plain old fragrance free lotion for a couple of days. You will know if it's infected if there is red streaks going away from it, if there is a lot o swelling, sharp pains in the area.

It's really really hard to say what the issue might be with out seeing it. Go to your tattoo artist and see what he has to say. You might be having an allergic reaction to the ink. I'd definitely go back to the artist and ask him as many questions as possible about the ink he used and what not. I would say that this is definitely not normal. Things like this have so many variables that's it's hard to say. Could be the ointment, could be the ink, could be something in your clothes, etc etc. But definitely go back and if it continues, go to your doctor (although I have to warn you, they will likely give you a guilt trip about tattoos and blah blah blah)

You may have Staph (MRSA- The super bug)... Go to Walmart and in the vitamin and herb section get Tea Tree Oil and place it on there twice daily.
You can also contract the flesh eating bug. Go now. Do not wait.
NOTE! Most modern antibiotics do not work against Staph anymore. Most doctors are not well versed about staph. Many still prescribe medications that have no effect on staph. Neoprene is completely ineffective. Neosporin is very ineffective. Use tea tree oil. It is a natural herb that is known to kill staph. Two to three times daily!

I had this happen to my first big one. I had used Neosporin on a couple little ones I had gotten. I went to the ER cause my artist had never seen this problem. The doc at the ER said that Neosporin is not meant to be used in large areas, it can cause an allergic reaction. I got some prescription strength Benedryl, stopped using the Neosporin, used fragrance free lotion instead, and all turned out fine.

No I wouldn't say that it's normal... it sounds as though you have had a reaction to the cream this time. Dis-continue use! Try a petroleum jelly for a couple of days. If it does not clear you may want to see a DR.

Sounds like an alergic reaction. Try a new cream, and use some Gold Bond powder to help with the itching.

my friend had the same thing happen and she had a terrible staph infection caused by unsterile equipment and studio. This can cause nerve and tissue damage even death if left untreated, go see your doc right away.

NO Petroleum Jelly.
Use Neoprene...or an antibiotic cream.
Better yet...call the guy who did it ask him what he thinks if you just get the run around...call your Doc;s office and ask to speak to the nurse. Tell her what you should do....you can also called an emergency room at the hospital...I do it all the time...when I have my grand kids...or anything...they are more then happy to help you honey...try it.
