Nothing too messy is suggested.
Perhaps a salad, finger sandwiches, and fresh fruit. Since you say it should be romantic, you can look into a container that is cooled so you can bring sushi, or perhaps a small portable fondue kit that can be used to finish the picnic with a chocolate fondue of bananas, strawberries, and grapes.
It is assumed you will have a nice bottle of wine or equivalent. As someone else suggested, a plate of cheese and perhaps coldcuts would go good too.

Fruit, raw veggies, small sandwiches, cheese cubes, crackers. Champagne and candles is also a good idea.
Don't forget a single rose and some truffles.

Sandwiches made by you. Wine is also great. And don't forget to get something she'll like. Have dessert at the end. Also, works best if you serve it to her. Not really romantic when she serves herself. LOL.
