You probably suffer from a condition known as Xerostomia or Dry Mouth. It is often a side effect of many medications. Biotene products by Laclede provide a wide range of oral care items that should help you. There is a toothpaste, mouthwash, saliva substitute and gum. Hope this helps.
A word of caution about sucking lemon drops or mints - if you are short on saliva you will risk getting tons of decay from all the sugar. If you can find things to suck on that contain the sweetener Xylitol and this inhibits the adhesion of bacteria to the teeth and thus reduces the risk of decay.

I know that when I drank soo much water my mouth would get dry but if you're only drinking around 8 glasses I don't think it should. I think there could be different things that may cause it. Have you just started taking a new medicine? Those can dry your mouth, read the label.
