Il Cortile is probably the best Italian restaurant in New York but you did not say Italian but instead in Little Italy. There are sadly, no (or few) romantic restaurants on Valentines Day. The sheer demand ensures that restaurants are packed and many menus restricted. My advice is to cook simple something at home and make up by having an outstanding bottle of wine. Good luck

Il Cortile on Mulberry Street is a lovely restaurant, but I doubt that you'll be able to get in on Valentine's Day without a reservation (people made reservations three weeks ago - you shouldn't have waited so long) I hope you can get a reservation here - the food's really good.
