Is it even warm enough to swim outside ever?

In the summer is usually ranges from about 25° to 40° Celsius. Definitly warm enough to swim.

Thetis Lake is a great lake to swim, nice and clean and big.

Elk Lake. It has a small beach and lots of facilities.

There are several lakes around Victoria, and usually they are part of a park. Swimming in Victoria is fine during the Summer.

Perhaps you mean on Vancouver Island? There are lots of lakes on the island and yes, people do swim in them in the summer months. People also swim in the ocean.
