2. A few local laws have been passed, but they have no teeth none have been enforced. And really, unless they go directly to the ISPs they can't find out. There's a reason that the federal law didn't criminalize it: if they began hauling in thousands of people for playing online poker then public sentiment WOULD be against them. Going after banks allows them to attack the problem quietly. No one has ever been arrested under these local laws.
3. If the situation irritates you as well, get in touch with your senators and congressperson. The PPA provides resources to help you do so (link below).

I asked a similar question yesterday, and a lot of people told me that it was illegal for players. But then a few people told that this information was false, and that it is illegal for banks in the U.S. to accept these charges, because the republican party felt that they needed to do something to improve their image after the Jack Abramoff scandal. So they passed this law, which I feel was completely unnecessary and another restriction on our freedoms.
Thankfully one of the players told me to go to Wikipedia and look up UIGEA for more info about the gambling laws, I was also referred to the ppa in order to protest the law.

As far as I know the answer is no.
They passed this internet law mainly to try and stop the on line casinos. I guess folks in Vegas were loosing money and they wanted it back.
Although for US folks, deposit methods have changed.
